Crystal Belt, Implicit count as Prefix/Suffix?

Got a crafting question regarding this belt..
 For some reason I can't add one more mod to this belt. Does implicit count as a prefix/suffix in this case? I'm confused because I crafted below glove and it also has an implicit.  Last bumped on Jun 25, 2020, 2:12:31 PM

implicit doesn't count.

" Actually glove has total 6 mods (15% increase critical strike chance + 22% increased elemental damage if you've dealt a critical strike recently = 1 mod). You can use exalt to slam a mod on the belt.
but the "can have up to 3 crafted modifiers" is already one of the 3 mods you can have. so that + 2 others. |

I closed my eyes, and slammed a Crusader Exalt on the belt and got 38% increased critical chance against shocked enemies mod. I could not be happier!
