Help With Vulkan

I've been getting 20 to 30 frames in the game, I figured it has to do with Vulkan since that was the last thing I changed. Last league I was playing smoothly above 60 with the old renderer

Are there any settings that I should have on/off with Vulkan on? Are there any additional steps I should take while Vulkan is on?

The game starts off smooth and gradually dips in frames.
