Trash to Treasure prophecy on a double influenced normal rarity item doesnt work?

Trying to make a double influenced "The Gull" Raven Mask. Bought the prophecy, but it doesnt turn it into a unique.

well, outside the Domination league, there is currently no unique item for a "Raven Mask" base type
