Spell Mana Recovery?

It looks like whoever designs the balance in this game really hates whoever made arcane surge. I have found a plethora of spells arcane surge would be great for at level 20 but it seems the balance team has decided we are only allowed to use level 1 arcane surge. If I don't have some meme build with shenanigan mana recovery then my only two options for mana recovery are mana flask spam or absolutely nuts mana regen that requires monumental investment. GGG has systematically removed every other form of mana recovery for spellcasters from the game, ending finally with the deletion of rallying cry. Is there some secret mana regen method that doesn't require focus or an ascendancy I can use for spellcasters or is this skill gem dead?

you can easily trigger a level 6 arcane surge with flame dash. actually linking it to your main skill should allow a level 10 to trigger quite often.
