[Vulkan] POE Screen Freezes After Alt-Tab

Don't know if this has been reported here already and sorry if this is a duplicate but want to mention that POE always freezes after alt-tabbing when I have Vulkan enabled. Meaning, it runs fine before alt-tab, I tab out to chrome, tab back and it's like looking at a screenshot. The mouse still moves though, and it is a POE cursor. I cannot interact with anything else though.

It also seems to stall out when I try to switch from fullscreen to windowed or change the resolution with Vulkan active. It gets stuck on applying changes for minutes and then I give up, haha.

I don't have either of these issues when I use DirectX11, so I think it is Vulkan related.

Computer Specs:
Intel Core i7-9750 CPU 2.60 GHZ
16G RAM
Nvidia GeForce RTX 2070
Windows 10

I can second this. I have been using Vulkan since it was released with no issues. Just today my game started freezing any time I alt-tab while using Vulkan. Computer specs below.

Windows 10
Intel Core i7-8750H CPU 220GHz
16G RAM
NVIDIA GeForce GTX 1050 Ti

same issue, still present exactly as a week ago. apparently not addressed during 3.11 patch.
