Saqawal's nest blood raiment problem?

hello, i am trying to use the said above chestplate for its unqiue aspect to reduce reserved mana, and yes it does reserve mana, half the skills that go in it don't work. Purity of element while inside it for me does not activate, but my mana gets reserved; I know its not active because I have a gem that, while Purity of elements is active I have 40% more chaos res. I do not have the extra 40% while purity is on, but the second i take it off and put it on ANY other peice of clothing, it works, i get the bonues, etc etc.

I have the same issue with Dread Banner, Vaal and basic Haste and Discipline
