Base movement speed is too slow

Its been years since the game first launched and to make it to the "endgame" maps, one needs to walk MANY MANY more in-game miles than what we used to, im not even counting new acts (but god damn is 10 way too much), and yet we never got an upgrade to base movement speed.
We got an upgrade to low-level weapons attack speed a while back, so whats blocking GGG from making something like 3 quest rewards that each at least give 7% mov speed minimum?
I dont want the game to be easier, I dont want the mobs to be weaker (in fact, make them stronger), I just want to feel like im not underwater.
The base movement speed, even with some decent boots currently feels pretty trashy, it feels wrong and an hassle to move to pick up separate items on screen.
Sure sure there are fast builds, you can stack onslaught, elusive, haste, etc. but that's part of the problem, I dont want to feel forced to play "zoom zoom builds" in order for the game to not feel terrible.
Hell, Im even wondering if diminishing returns on mov speed isnt a bad idea (though I bet you cant do it without a great portion of the community screeching), but god damn upgrade your minimum mov speed already.
I would never play a SHMUP if it felt too slow and this is how poe base speed currently feels for me. Outdated, unfitting.

IMO base movement speed should be 140% of the current one and hard cap is required (at 200% of base)
Problem: impostor syndrome
Solution: nerf everything
Result: depressing mess
Great suggestion, i agree, would be great addition to increase base movement speed, also add a max speed cap (like 250-350 ms). This would balance speed meta a bit.
imo you are asking for the wrong thing

with this i dont mean "there is no problem with movementspeed",there defenitly is
making things faster stronger and bigger is the root of a lot of balance problems

they should rebalance movementspeed and evrything related to it
something like keeping base movementspeed and reduce he scaling

i.e. builds with just speed from boots would end up at something like 120% instead of 135 and builds with investments or buffs end up at 160% instead of 200%

this would mean though that they had to rebealnce skills like atziri flameblast so they spread slower

sadly it wont happen,because enough ppl are obsessed with clearing maps in less than 1min
i never understood it,playing like that would burn me out in less than a week
I prefer 10 acts to 4 acts repeated twice as it was before harbinger.
