Convocation cd recovery speed - how its calculated?

Convocation has a cooldown of 3 seconds.

I have a helmet enchant that reduces cooldown recovery speed by 30%. I have Convocation with quality 23%, reducing the cd recovery speed by 23%.

My current Convocation cooldown time is 1,96 seconds. With my 53% cd recovery, I was expecting a cooldown time of 1,41 seconds.

Is that cooldown bugged?

I found it on the wiki:

"

Cooldown Recovery Speed changes the rate of cooldowns recovering, not the cooldown timer. For example, a 50% increased Cooldown Recovery Speed on a skill on a 6 second cooldown will change the cooldown period to 4 seconds (6 / (1 + 0.5)), not 3 seconds (6 * (1 - 0.5)).

That's not very intuitive...

lets say it this way:

The mod does not say your cooldown is reduced, it talks about increasing your cooldown recovery

with 6s cooldown, each second you recover 1/6 of the skill's cooldown (16.66%). mod makes you recover it 50% faster 16.66% * 1.5 = 25%, which equals 4 seconds to recover
