Does the FPS counter even work?

Your GPU or monitor could be crapping out. Mine are and it always says I'm playing stuff at way higher FPS than I am.

Edit: FPS counters only show what the game is being run at, not what it's being displayed at.

It sure does and my older Dell T3610 with an older Xeon E5-2667 v2 cpu, 16 GB of DDR3-1866 ram, Geforce 1060 AMP! video, and NVMe SSD is physical proof that with the right combo of 8 core cpu and Windows 10 Pro the mini-stats are accurate.

Unless you have a variable rate monitor you are usually locked at a 60 fps monitor refresh rate (most monitors) with a few that can go 70 fps and some that are double refresh rate that can display 120 fps. Check your monitor specs.

I have an LG widescreen monitor (2560 x 1080) and this is a variable frame rate monitor for AMD video cards (Freesync) but I'm using a Nvidia 1060 right now so I'm locked in at 60 fps. When I go to my hideout PoE pegs out at 200 fps but obviously anything above 60 fps is just wasted and I don't see those frames.
