How Do I Get -9 Mana Cost To Skills On My Rings?

I know it's Elreon, and I know it's in the Syndicate, but I didn't understand the syndicate when the league was live, and I don't understand it now.

Can one of you wonderful people walk me through the process?

Hi., You have two options - need to get Elreon to spawn in a Betrayal encounter and get veiled rings or amultes that have Elreon's Veil and get lucky with RNG. Or you can buy veiled items with Elreon's Viel and hope RNG is good to you.

if you are not doing SSF just ask at someone to craft it for you until you get it for yourself (as Tbomb43 told you)

Tbomb made it sound like my only choice is RNG, but Thoryx made it sound like it's a bench craft.

it's a bench craft when you unveil enough of the mod from Elreon ring and amulet drops

Pretty sure the elreon prefix is only -4 to -8 so if you've seen anything beyond that it must be a catalyst buffing it further.

EDIT - although if its the non-channeling skill one I don't know the range on that, pretty sure that one does go higher.
