Storms Gift not working with DoT?

Not sure if intended or not, but I run HoT with an ignite (Stormfire) setup - as far as I understand Storm Gift EVERY minion I kill should trigger HoT, but it just doesnt. I needs like 5-10 minions mostly to get it started and it times out way faster then 6sec. I sometimes kill stuff, run into a pack and HoT is offline.

The first one you kill isn't shocked until you kill it. It's not until you kill one that got shocked from the first one that HoT will proc.

sorry I don't understand. didnt i kill the first one i kill? °_° or when HoT kills stuff it doesnt count as me killing it? but Storms Gift doesnt specify that? Also i kill stuff with scorching ray (also worms from jar) and sometimes just nothing happens.
Herald of Thunder procs when you kill a shocked enemy. The first one you kill wasn't shocked when you killed it. It got shocked when it was dead and transmitted the shock to nearby enemies. If there are no nearby enemies, the next one you encounter won't be shocked either when you kill it.

So Storms Gifts "Enemies you kill are Shocked" doesnt mean "Enemies you kill count as shocked enemies killed", but they get shocked right after they die and then the shock spreads? How can something be shocked afters it is killed and not count as a shocked dead enemy. That wording is very confusing then ...

it should be worded "corpses you killed are shocked" or at least "enemies you killed are shocked" - making a clear distinction between life and dead enemies.
