Tora spawned as intervention encounter but couldnt be damaged/targeted

Used my jun master mission on a t14 Ivory temple map, did the research encounter normally while influenced by Delirium, after leaving the research lab zone, Tora spawned but couldnt be targeted/damaged, she kept summoning Betrayal mobs but didnt use any of her attacks and just stood still as in the screenshot, ofc her presence blocked my Transportation encounter from happening so after rezoning a couple times i full cleared the map and closed it.
