Conqueror not progressing with shaper/elder scarabs even if there is not conqueror influence

We can see now when a map will have conqueror influence. Obviously you cant use elder/shaper scarbs when a map is supposed to have conqueror influence the next map without stopping the progression of the conqueror. But when there is no conqeuror influence on the next map and you use a shaper/elder scarab it still doesnt count as progression. Im very sure thats not intented and its an oversight from the old system where the spawns where always random.
