issue regarding panicked life flasks and supreme decadence

debug info: didn't do an ingame bug report cuz there's not really any point, it'd just be a screenshot with no useful information.

bug steps: i am permanently on low life and full life due to coward's legacy and the chaos inoculation keystone. i have been using panicked life flasks in conjunction with the supreme decadence keystone (elegant hubris timeless jewel: cadiro) to heal myself. the offending suffixes disable the flask from use regardless of energy shield levels (attempting to use them causes the sound to play but will never activate in this situation).

confirmed bugged/not-bugged: suffixes i can confirm affected by this bug so far are bloodletting, quickening, and iron skin. suffixes i can confirm are not affected by this bug are staunching and warding. i presume any suffix which disallows flask use on full life would cause this issue.



my initial assumption of this issue is that this is an unaccounted for situation with supreme decadence (since these suffixes do not allow you to use the flasks on full life/mana but instant flasks will still recover ES when on full life when using supreme decadence). a solution i would propose would be changing the priority for what will allow/disallow a flask to activate to favor instant flask mechanics over buff suffixes. this may negatively affect users utilizing bubbling life flaks for buffs but, well, i don't expect many people would be doing that due to the nature of instant flasks and the existence of better prefixes for creating a buffing life flask.
