No it wouldn't. To get maximum effect out of Ahn's Heritage you need 2 of those jewels so that 0 is your maximum endurance charges. That way you have no endurance charges and maximum endurance charges at the same time, getting both bonuses from the shield.

You were asking in your OP in what situation/build this jewel would be useful, you've been told where, it's when you use Ahn's Heritage. That it's not a good thing for most builds should be a given so what exactly are you on about now? If you want + charges, there are nodes in the tree for that.
