Probably for preserving some logical realism to the mechanics of wielding one. Find a local LARPer or something who has a real one for you to pick up and swing around. You're not blocking or parrying shit with a real two-hander, and you're very exposed defensively at all times.
They could ignore that for PoE, as games sometimes do. My guess is that's at least part of it though. I have a pretty good sense of humor. I'm not German.

" They're trying to make playstyles different by separating the core stats on staffs, axes and swords. If you want to block with a two-hander, just go staffs. Bring me some coffee and I'll bring you a smile.

" You mean active or as a passive stat ? even as a passive stat I agree though you can parry a blow with pretty much any solid hand held weapon, as a stat it would just be a matter of effectiveness. |

You cannot attack and parry / block at the same time with a 2h axe, mace or sword. You can whirl a staff around, though, which is why it inherits block chance and has nodes for it. Same goes for dual-weilding.
In terms of balance: 2-handers already have the biggest avg. hits in the game, why'd you want to buff them? The opposite of knowledge is not illiteracy, but the illusion of knowledge.

Only if the sword is double-ended, like Darth Maul's lightsaber; or has moving parts, like nunchaku or
An entire subclass of 2w-2h hybrid weps could be designed based on Entropy but with unique properties: Nuro's Nunchaku: the bow that acts like a staff. All buffs that specify dual wielding apply to you while you're using this 2H wep, in addition to buffs that specify 2H. What's more, you can socket bow skills in it, at the cost of half your effective range. Point Blank. Lioneye's Lirpa: a 2H clubstaff that counts as a claw and a mace. Unlike Varunastra, doesn't suck. Atziri's Atlatl: An offhand wand that turns any 2H wep into a 1H projectile wep + stat stick. Can be used with all wep types except bows. It's the nonbow equivalent of Maloney's Mechanism. The Annie Oaklands: a raider weapon par excellence. Basically, dual wielding arbalest. The Right To Bear Arms: a set of bear arms. Gloves that give you an unarmed attack and significant block, that also benefit from claw nodes. The Slap Shot: a hockey stick. It's a 2H mace, but also has projectile boosts in it, so it functions like an 8L for large, slow, unitary projectiles with a big payload, e.g. purifying flame, ED, fireball, consecrated path. Upgrades by prophecy to The Jaromir Jagr, an even bigger hockey stick with a rifle butt at the other end for extra projectile damage: or The Bulin Wall, a runcible goalie stick with 2 blades that blocks projectile attacks, spell projectiles, dirty looks, own goals, and robocalls while counting as both 2H and dual wield.
