Help !! How good is this crusader crystal belt i crafted randomly

I hit 3 crusader mod

17% cooldown recovery
33% increase ES from body armour
20% chance when hit for double armour effect
t2 Flat ES
1 Open prefix for crafting Life or elemental damage

I’m not the most knowledgeable on things like this, but it seems like a very niche belt, only a very specific build would want it. CDR is only sought in certain off meta builds, and ES focused builds tend to not stack armour. Many builds often rely on belts for resistances as well. But who knows, I could be way off.
