Does Lightpoacher's Spirit Burst proc from SPELL damage?

It says skills but I guess that can be, but usually ISN'T specific.

I generate the charge(s) on KILLS no matter what method I use, but will using an actual SPELL (in my case Freezing Pulse) trigger Spirit Burst while I possess a charge?


Edit: Figured it out, I was finally able to notice the spell's visual. It's working just fine.
