Golden rule's bleed reflection seems to check % bleed chance 2 times

I have done some extensive testing on this issues and I cannot see it being anything but a bug.
I have a jewel that has "attacks have 5% chance to cause bleeding" But even if it bleeds a enemy it does not reflect all the time. What seems to be happening is that the reflect does another check at the same chance to bleed for me. So the chance to bleed yourself when you hit a enemy is 0.05*0.05, which is tiny. I tested this down to 3% total chance to bleed and I was able to bleed myself after hitting 20+ mobs with a 0.17 sec attack time cyclone for a minute. This I feel is clearly a bug as the relfected bleed should be applied at 100% chance. This might also be the case for the poison reflect but have not tested for it.
