Stronghold spawning

Maybe this was asked before, I don't know, at least I didn't saw it.

All I want is to understand the method behind gathering watchstones + spawning those stongholds. Is it pure idiotic rng?

My experience is this: Until the 20-22 watchstone everything went perfectly. This method worked every time, there were no exception:
1. Put required amount of watchstone to the zone
2. Run a map that is exactly match a map that it is currently in the zone.
3. An elderslayer spawn.
4. Run exactly two any tier map that it is in the zone.
5. Elderslayer shown up both time then the stronghold spawn.

But in the past days everything changed. 2-3 exactly matching map and nothing spawn, yet an elderslayer spawn in a different unwanted zone after just one map there. After the zone is colored: No matter if I ran mathching high level maps, or small white maps, the elderslayer almost never shown up. Ran maps about 8+ hour in the past 2 day, mostly in 3 conquered zone yet 0 stronghold spawned.
(Sirus is not spawned to prevent anything)

Why is it working so differently now? Is this a bug? Or is it just rng baseed because we can't have a single ingame mechanic that it is not rng based?

You have to run matching maps until you get your target to spawn but you can't run the same map over and over. Getting them to spawn is the single greatest piece of RNG this league because it's tied to map drops which are RNG. I'm at 24ish stones right now and am out of matching maps until I buy some to try to farm the goons.
Addendum: When I say spawn I mean to begin the initial "chase". After that tiers don't matter but I've also noticed they don't necessarily pop in every map after the chase starts.
I have a problem with this aswell and it's getting frustrated, i ran a dozen maps to finally make one spawn and now i'm running maps in that sector but nothing happens.
I really dislike this new atlas, it feels purposefully change to waste more of your time.

I ran the matching maps. As I said my method worked perfectly for te first 20-22 watchstone, but then everything went downhill. 4-5 perfectly mathing , different map? Nothing spawn. Running 1 map in a zone where I don't want to spawn them but I was lazy to took out the watchstones? immidiatley spawn. And even after the initial phase I need far more map to spawn them than before. 7-8 different map? and not showing up. At best case it shows up one time.
So folowing the same tactic I was only able to get 1 single watchstone in the past 2-3 day.

I feel for your bad luck. After the first 20 stones it took me almost two full weeks of 8 hour days to get the last 12. They aren't guaranteed to appear, and; according to one of my guild mates it's a one in three chance for the initial spawn.

I did the watchstones since them. My method was to select the zone I need, then copy the maplist on a notepad, then systematically going through the maps. If the slayer didn't spawned on it then I deleted from the list and the next map came. After it spawned, I continued to use the remaining maps on the list, but used the lowest tier variants of those. And slowly but steadily I spawned every one of them.
