Question about my Necromancer Boots

So I just got a new pair of Boots for my Necro. And I'm wondering which one to choose

New one:


Old one:



I really wanna wear the new one because the overall stats are a lot better than my old ones, but my old ones got this one Mod which boosts my Zombie Gem Level by 1

So my two Questions are can the Max Gem Level for my Raise Zombie Gem exceed the cap of Level 20 through it and which of those boots the better choice would be.

Raise Zombie gem can exceed lvl 20

Bones of Ullr is probably better since minions stats scale off gem level but you can probably get a better boot by searching on POE trade

Bones of ullr until you can fossil craft some higher ES boots (if using spectre).

Raising your minion level above 20 is one of the primary ways to increase their damage/survivability. I've got my Zombies at L29 for example.
