Arcane Surge gets "Curse Skills have #% increased Skill Effect Duration" when linked to a curse.

I have Curse Skills have 110% increased Skill Effect Duration and 5% increased Skill Effect Duration.
Link to the tree here. The buff lasts 4 seconds without any increases and when I link it to a curse gem (including Bane) it goes up to 8.6s.
