Is 4.0 going to be optimised for cheaper machines? or is ggg targetting rich players only again...

I play Dark souls 3 and war thunder in cinematic graphic with an i5 and i7 gtx 1050 and 1050ti, i can play path of exile more or less 30 min before the big freeze / desync.

So as they said they will be able to fix every problems poe1 had, im wondering
