Crafting Recipe Bug "Attributes Rank 3"

There seems to be a major issue where picking up the Rank 3 for "to all Attributes" in the Western Forest Act 6 does not seem to show at all in the Crafting Menu, regardless of the Gear Category which you pick.

The to all attributes crafting recipe is not to be mistaken for the veiled one granted by Jun as that grants a % increase which can only be applied on Body Armour where as the "to all atributes" grants a flat amount.

I found this post cause i googled where the recipe was. I concur. Only level 1 + 2 show.
