Fossil Crafting Unable to Give "Subterranean" Mods

I've tried this 5 times now, and every time it gives the same case. The craft follows the guidelines of the fossil but does not give the Subterranean mod that is listed as correct for the item. Am I doing something wrong with this? It worked for me a month ago.

Mods from fossil crafting aren't guaranteed. It's like simple rolling but with certain possibility of getting those mods.
