comparing the new femur of the saints with the new queen's escape
For each of the features on these items, I've tried to estimate the number of normal passive points it would take to get the same bonus from the tree. I come up with approximately 50 for femur of the saints and 20 for queen's escape.
Femur of the Saints

Now the added cost for Femur of the saints is that you must use at least 4 gem slots, and cast skeletons/SRS for the bonuses to apply. Since most minion builds are already doing 3 of these, this cost is not considered here.
- SKELETONS: 18% block moving up to 69% block - Using an active vaal skill gem with a few seconds to ramp up (at 4% block per passive, this is 17 passive points) - ZOMBIES: about 6% life regen (at 1% per passive, this is 6 passive points) - SPECTRES: 120% mana regen (at 20% per passive, this is 6 passive points) - SRS: 40% attack/cast speed ramping up with SRS (4% cast speed per passive, this is 10 passive points) GENERIC: - About 20% more Minion damage and health via extra levels (about 4% more damage per passive and 6% more life per passive, this is 8 passive points, but only for socketed minions) - 60% increased minion damage (at 15% per passive, this is 4 passive points) - a 5 link to put some minion skills into - As an added bonus, staff wielding passives are easy to get to , and can get you some nice block and spell block plus a little utility. - 40% increased max life (4 passive points) - 90% increased Minion move speed (at 15% per point, this is 6 passive points) - 30% increased damage (2 passive points) - +1 to max number of skeletons, zombies, spectres (I'll estimate each of these at 2 passive points each, so 6 passive points) - Accuracy (worthless) - Skeleton duration (mostly worthless, but if using lots of 'to dust' jewels, could be worth, say, 2 passive points) - a 5 link to put some minion skills into - No synergised passives from the tree - Minion speed is a special type of defence in this game where most content is kill or be killed, regardless of your defences. In this case, the movespeed is worth a lot more than it seems on paper. Conclusion: The new Femur of the Saints gives you much more opportunity to increase the power of your build than the new Queen's escape. But minion speed is just so much more fun .... I think if i was going to give up my shield, it would be to dual wield midnight bargains.

Such comparisons only make sense if all bonuses can even be attained on the tree. +# minions cannot be attained beyond what you'd take anyhow as a summoner.
Femurs is garbage. (I happen to think they are both garbage, due to opportunity costs, but if you had to compare them...) Wash your hands, Exile!
