How to top up if your region is SEA?

I dont know if this is the best place to post this thing here but I just want to ask how can I top up if my region is SEA?I dont have steam account on this game cause my region is blocked so I think i cant top up using steam and I think we dont have any paypal here(im living in The Philippines btw)
