Cowl of the Ceraunophile enchant rerolling

I'm not exactly sure if this is a bug but if the the Cowl of the Thermophile or Ceraunophile is double lab enchanted only the top slot is rerolled if you enchant the helmet again. Effectively the bottom enchant becomes fixed.
