Cant get through The Control Blocks

I cant seem to get the Miasmeter from the Control Blocks...the box is empty not allowing me to continue to the next area

You don't need the miasmeter to kill Justicar Casticus. You need to go to the northwest corner. At least that's where I've always found him.
