Using a skill removes Elusive buff from Withering Step

Using Withering Step and then any skill removes the Elusive buff. Skills don't remove it when proc'ed from other sources (from what I can tell). I assume this is a bug and that Flame Dash should only be removing the phasing and ability to apply withered, based off its wording.

Edit: changed it to any skill instead of flame dash; also maybe I misunderstood the skill and I need to stop using it if this is the intended behavior.

Thanks for your report, this is intended.

If you gained Elusive from Withering Step, you will lose that Elusive buff after using any skill.

You will not lose Elusive after using a skill if you gained it from a different source (not Withering Step).
This is much stronger than it looks because when you lose elusive, you are able to gain it again at full strength. This in particular helps assassins that use both Withering Step and the new "Mistwalker" ascendancy node (with high critical strike chance), as you can keep on recycling the elusive buff. You will replace the current elusive with a full strength elusive (when you use Withering Step) and as soon as you lose that buff from using a skill, you can gain it again in roughly 2-3 hits on average from the new node. This means that as long as you keep alternating which source provides the buff, the downtime of elusive is extremely minimal and it will almost always be above 50% strength (if your build accommodates it).

Whilst this is strong, the buff is not the only needed defence and so it will not be able to save you all of the time.
