PoE on steam suck at 100%/ wont let me uninstall.

So for the past 3 days PoE has been updating and ive just closed steam. But finally today i wanted to let poe finish to get it over with and it just continuously gets stuck at 100% 75.3MB/75.3MB and it just stays on "installing"

So i figured screw it let me atleast uninstall poe and reinstall it. Everytime i try to uninstall the game...steam goes straight into "not responding" and nothing happens. Ive even tried to remove POE from "add/remove programs" and it does the same thing. Ive even turned off auto updates on POE and it will still say updating when i close steam and reopen it. Someone help...cause i cant figure this shit out please.
