[PS4] Einhar quest/bestiary creatures not accessible

Heya, playing on ps4 here. On one character, I completed a few areas for Einhar catching all the creatures, then went to the menagerie. I talked to Einhar there, which started another quest with the objective being to use the blood altar. I left it as I didn't know whether you'd be able to get the creatures again. I then strted another charcter, and they had access to the menagerie from the start. However, when I reached act 2, Einhar wouldn't give his quest and had no exclamation mark above him. Talking to him showed the same options as with my first character, with the options to view the bestiary and visit my menagerie. I then went to the menagerie and used the blood altar, with that quest being active despite not having accepted or done the einhar quest as that character.

Upon going to other areas, no bestiary creatures would spawn, the quest to catch (x) number of creatures would never appear and einhar never appeared on the maps either. I thought maybe my characters were bugged so deleted them all, but I just reached the same point with my new character and it is exactly the same; Einhar gives no quest, no bestiary monsters appear and I can visit the menagerie. Also, I can visit the hideout which I haven't got to yet and the ascendancy trial for act 2 shows itself as done even though I have only completed the first with that character.

Edit: Would just like to add that even entering areas I've never been to before on any character never spawns bestiary monsters, so that won't be down to the shared progress between characters.

All of those things, Niko's mine, and the atlas are all shared between characters.
Need a new signature, cuz name change. I dunno though. I guess this seems fine. Yeah, this is good.
To expand on what BloodPuddles420 said, for Einhar's "missions", once you've unlocked him in any given league or in Standard mode, from then on he has a random chance to show up in any map that contains creatures he's capable of taming. It's a fairly low chance, somewhere along the lines of 10-15% or so I believe per area or map. Every instance of an area has an independent chance to roll an Einhar mission, and the chances are not cumulative. You can get two missions in three maps or get none after running fifty maps. It's entirely random.

But once unlocked on one character, all maps with tamable creatures can then spawn an Einhar mission on any character in the same league.
