Brutal Restraint + Static Electricity = Good?

Any poe experts here explain to me why he as allocated every single passive point in the visible area?

I don't know exactly how big the abyss jewel nerfs were, but if they got what they deserved then yeah, this would be worth for an ele stackimg build.
