Does Slayer's culling strike ascendancy and culling strike support gem adds up?

Does anyone know if they adds up? (like, Slayer's culling strike ascendancy = 20% + culling strike support gem = 10%, total = 30%)

they do not add.
if you have slayer cull, you never use the gem. and if you arent a slayer, you still dont use the gem in a primary attack. |
