Is 3.7 cyclone capable of being stationary?

Since cyclone is a channeling skill that lets you spin in place. Does this allow it to benefit from "stationary" buffs like arctic armour or are you considered always moving anytime you are in cyclone?

For the purposes of what you mentioned, I'm not sure. You can spin in place technically, but I'm not sure in what scenario you'd want to, even if you're benefiting from stationary bonuses.
