Instance Lag

Over the past couple of days I have been experiencing extreme lag with some instances. The game seems to perform just fine in my hideout and in *some* instances, but most of them are unplayable. I'm not sure what's wrong because the latency doesn't seem too bad overall, other than some spikes here and there. Maybe some servers need to be restarted or something, I'm not sure, but I can't safely play hc until this is resolved. *Update* I contacted my ISP who rebooted my router and whatever external configuration they have. It seems to have resolved the issue with lost packets, yet some instances are still too laggy to play on. What's going on? Yeh thats what i get aswell, some instances will be fine then ill start a fresh one and it would be laggy like its located in another country or something even though it says Washington/Texas.
servers i used were Washington and Texas -Official Forum Dweller-

" You are getting packet loss that's starting at your 4th hop that carries forward. This is still within your local ISP's range, so your only option is to go to them with your trace. Tell them that you are getting packet loss and it's affecting your ability to do what you want to. Make absolutely certain that they see your MTR, as that's proof that they will need to see that your connection is borked. This has NOTHING to do with GGG's servers. I contacted my ISP about the problem. They rebooted my modem and changed some configurations on their end. After running a new WinMTR trace it seems like the packet loss has gone. However, some instances are still terribly laggy and cannot be used. I'm not sure what to do now. I paid money to get a VPN just so that I could hopefully bypass the issue. When connected through a VPN it seems like the issue is mostly resolved, but occassionally I will encounter laggy instances, complete freezes, or even a failed to connect to instance when using a VPN. The freezes and disconnects are especially worrying when playing HC. Anyone have any more ideas?

If it's only in certain zones, do this.
When you find a laggy zone, alt tab out and open your client/txt file and find the IP address of the zone you were just in. Run a WinMTR to that specific IP address. Edit: Crap...the client.txt file is located in your POE install directory /logs folder.
