Heretic's Veil and Blasphemy's Curse Tag

In 3.6, Blasphemy had its "Curse" Tag removed, presumably to avoid interaction with Bane.

This had the side effect of making it not gain +1 level from Heretic's Veil, which made it impossible to override the Level 22 Blasphemy inherent to Heretic's Veil.

Previously, a Level 21, Quality 20 Blasphemy Gem would get +1 level from Heretic's Veil, making it 22/20 (and override 22/0 Blasphemy from the item), so it was possible to get Quality on the Curses in Heretic's Veil.

May I suggest lowering the Blasphemy level on Heretic's Veil to 21 so that this is again possible?

this sounds like how heretic's veil supposed to be(blasphemy 22).
you have to sacrifice quality on your curses in order to get reduced mana on 'em.
