Lilly Roth in Oriath not selling level 1 blue support gems

Don't know if anyone else mentioned this, but I noticed that Lilly Roth in Oriath post story mode, is selling non-level 1 gems.
In Page 6 of her skill gem shop, the last 3 rows are all scaled to my level where everything else is level 1 as it should be. I tried buying a gem for another character only to realize it was a level 9 gem instead of a level 1. I don't know if this is a mistake or intended, but I just found it weird only 3 rows of gems (blue support gems) are scaled to level. It may have happened when adding the new support gems to the game, but I remember her selling ONLY level 1 gems. Last bumped on Mar 13, 2019, 8:24:12 PM

Just wanted to chime in and say that if this is intended behavior, please revert it. It's a pain in the neck to spend currency downleveling gems, but it takes almost no time or effort to level a level one gem up to the levels you'd buy it at on a high-level character.
