Found the way to launch 32-bit client

Set the target of the shortcut as "pathofexile_x64.exe", "run as admin". Then, run "pathofexile.exe" without "run as admin".

Make a shortcut for "PathOfExile.exe" and add "--disable-client-switching" or "-dcs" launch option. This actually prevents the 32-bit client from switching to 64-bit.
