Skill Point Reward Quest not giving extra skill point when....

My archer came back from the mud flats with a level up passive point to assign. I turned in the quest that rewards with a skill point, only one point was available for distribution.


Now, my math could be way off, but a level 8 character that completes that quest should have 9 points in the passive tree, yes?

A level 8 character that completes the first skill point quest should have 8 skill points.

You don't get a skill point at level 1. So 8 - 1 + 1 = 8.
