Specific Syndicate-member missing

Hi there,

I feel like I am either completely unlucky or bugged.
I know there are 17 (without Mastermind) Syndicate-Member, 14 are always shown on the map und the other get 'exchanged' as soon as you dismiss one and remove them.

For my case I dismissed about 10 people, but since character-creation I never had 'It That Fled' on the chart, nor am not getting her. She just doesn't appear no matter what I am doing. I can remove as many people as I want from the Syndicate, it's always the same 16 members.

Is it just horrible RNG that I am having there or am I missing something?

I think just bad luck. You have 66% not to get her each time, so it’s more likely than not to to not get her. I think only Rin is a map only spawn.

Alright, after about 20 removal I finally got It That Fled back :)

I have the same problemand I know that only appears in maps that is why I tried to remove a lot times syndicate members while in maps but it seems is not working for me
