Tempest Shield Shock?

Can tempest shield cause shock? I've been looking for an answer on this and haven't been able to find one. Granted I'm new to the game but want to plan out my Templar before getting too far.
Also, is shock only caused by critical hits? Can tempest shield critical hit? Will %critical passive nodes apply to tempest shield? I'm thinking of a tri-elemental Templar with Elemental Equilibrium. One active fire skill and one active ice skill with tempest shield to help balance resistances and for the added damage caused by shock. I prefer a melee build, so I'd alternate between ice and fire attacks and try to up my critical % to cause lots of freezing and burning with plus elemental damage nodes. It can, 6% default critical chance. Im not sure how the extra critical chance from passive applies, but it can shock enemies.
