Explain "Scorch" in detail please!

"
Scorch is an Elemental Ailment associated with fire that causes the affected target have up to 20% reduced Elemental Resistances based on the Fire Damage of the Hit, for 2 seconds.

What does that mean? Up to 20? Based on the Fire Damage of the Hit? That's some vague bullshit, I want numbers!

Probably similar to the other ailments. How much damage do you need to do to chill for the maximum slow?

Well I guess we have way more informations about chill, don't we?

Any hit of cold damage, even non-criticals, has the potential to chill the target. Chill can also be inflicted by chilled ground, which chills enemies standing over them.

Chills inflicted by hits last for 2 seconds. The magnitude of the slow is directly proportional to the damage relative to the target's maximum life, equal to 30% slow at 10% of the target's maximum life dealt by Cold damage, scaling down to 0% at no damage. Hits below the minimum threshold of 1% effect are discarded, effectively requiring a hit of 0.33% enemy maximum life to chill that enemy. As an example, The Shaper has approximately 20 000 000 life. Minimally chilling The Shaper requires a single hit of 66 000 cold damage.

Chill slow is capped at 30%. Increased effect of Chill will decrease the life threshold if it goes over the slow cap. For example, with 100% increased Chill effect, dealing Cold damage equal to 5% of the target's maximum life or more will slow it by 30%.

When a target is frozen, it is also considered chilled. As the target becomes unfrozen, chill will remain on the target for an additional duration of 0.3 seconds.

Other non-hit sources of Chill (such as Chilled ground) will slow by 10%, unless otherwise specified in the debuff. This scales with any modifiers to Chill effectiveness.

The Chills from your Hits always Slow by at least 10% mod from Elementalist's Beacon of Ruin is increased by X% increased Effect of Chill, up to the maximum of 30% slow. For example, with 20% increased Effect of non-Damaging Ailments on Enemies, the minimum chill would then be a 12% slow. The minimum chill can be increased in this way up to the maximum of 30% slow at 200% increased chill effect.
