It used to be that after 2 weeks or 1 month in, race rewards could be taken from stash and used in league.

" Not strange at all. Also no, not every league. The items are awarded in remove only tabs, if they are not removed they will be available in any league. BUT there is a mechanic in place to prevent abuse with the tabs being unavailable for multiple weeks in new leagues (and by abuse i mean any racing that is going on) If the person has them up for sale he has removed it from the remove only tab, the tab is then deleted and the item will go to standard in a month or so either way...it's not like he can sell it multiple times.
