Arcane surge not triggered if mana regen to high

I dont know if this is intended or not but arcane surge will not be triggered if your mana regen is such that it compensates for any skill you use.
Example: Mana regen 150/s Flame dash is 27 mana per cast at a speed of .41 casts a second. arcane surge will not trigger because regen makes up for any amount spent. Ive tested this on the current build. Last bumped on Jan 26, 2019, 3:21:26 AM

Arcane surge don't look at the mana regen at all. It looks at the cost of the skill. I use Flame dash with arcane surge on all my builds and never ever had a problem with it.
I would guess that you have over leveled your arcane surge so the cost requiement is to high. |

It's not though, because arcane surge is lvl 3 and triggers on something like 18 mana spent. I appreciate your not only unhelpful but condescending comment though.

well sorry then. And you are not using Blood Magic setup or Eldritch Battery?

" Yeah thats what I thought was going on, because you never "spend" mana because the regen is greater than any mana cost it doesnt trigger. I just didnt know if that was intended. The more I play POE though the more I am realizing just how semantic the effects and the wording of effects can be. "You missed the point and you are making it way harder than it needs to be. Regen doesn’t matter. You can out regen all you want and still be spending mana. But you are not spending mana if your mana cost is ZERO. This is not one of those times semantics is confusing.
