Fortification Safehouse is empty, can't exit without using portal scroll

Got to the Fortification safehouse, the syndicate boss is not there, door is locked and there's no way out other than using portal scroll report reference number: #2,514,228,722  Last bumped on Jan 4, 2019, 3:36:54 AM

I have almost the exact same problem, but not the Fortification safehouse but the Intervention Safehouse is empty with the syndicate boss not there and there's no way out other than using portal scrolls.
