Esh's visage and mind of the council interaction not clear.

Hello everyone.

I'm trying to understand how these two items interact with each other because the description of esh's visage doesn't explicitly says what source of shocking apply its effect.
It says "Reflect Shocks applied to you to all Nearby Enemies". Does this include the shock you self apply via mind of the council? Or does it not?
I already searched for a clear answer by googling my question, but the answers I found aren't clear to me and mistly talk about the chaos stuff about this item.

Anyway thanks to anyone that could clarify this to me. ^^
