Double stacked commandment of inferno spell

I am a longtime supporter of Path of Exile and played since beta.

I recently discovered what I believe may very well be a bug, however it is a skill mechanics bug so screenshots won't help.

This bug relies on stacking enchants of Commandment of Inferno, one from a glove enchant and one from a unique shield. I will describe the problem below:
This last Betrayal league I made a fire-caster Chieftain. I am using the unique shield “Unyielding Flame" found here:https://pathofexile.gamepedia.com/Unyielding_Flame
Archon Kite Shield, which summons Commandment of Inferno meteor on CRIT.
I rolled Commandment of Inferno enchant on the gloves after ascending uber lab.
For reference the two skills proc as follows:
Commandment of Inferno (from shield): on crit every 3 seconds.
Commandment of Inferno (enchant on gloves): on kill every 10 seconds.
Because they have two different cooldowns, and come from two different sources, I would ASSUME they are DIFFERENT spells that DO NOT share (obviously) a global cooldown.

However when I crit and kill things, it only consistently summons the crit meteor, i.e. I never summon two meteors at the same time. But if they are two different spells granted with two different procs and cool-downs they should, not always, but sometimes, summon two meteors on screen at once, e.g. when I crit and kill something shortly after, especially in a first engagement.
Well you might then ask: well what is your crit chance?

As follows here are the skills I’m using and their respective crit chances
Incinerate *corrected*
35.7% Critical chance
Cast time 0.12 seconds
((100/12) * 0.357) = 2.975 crits per second.

Armageddon Brand (x4 with explosive runes node)
25.9% critical chance
cast time: 0.32 seconds (mitigated by utilizing brand recall)
activation time of (0.75-(0.05*0.75) via brand frequency node)
= 0.7125 seconds of activation per brand
(0.7125*4) = ideal yield of 2.85 brand activations per second
2.85*0.259 = 0.7382 crits per second

Ideally both of these combined (since brand recall can cast the same time as inferno) follow as (2.975 + 0.7382) yield a total of 3.7132 (ideal) crits per second.

Therefore I am consistently critical striking multiple times per second, and would do so even without the brands. Yet I have NEVER seen two meteors drop at the same time, under any circumstance.
Furthermore (as described in the test below) I confirmed that based on their respective cooldowns, I am achieving only 75% of the meteors i should be.

I have since confirmed that it is indeed broken. I counted between each meteor (they ONLY drop in 3 second intervals) I counted 3 second intervals between a total of 10 meteors consistently (30 seconds).
If the glove enchant was working in conjunction, i should have achieved 12 meteors (9 from cast on crit, 3 from cast on kill)
