is the increased %fire damage on this staff the prefix or suffix?

that looks like a Temple mod from Incursion, possibly coupled with another fire damage mod.
In game, go into options and turn on 'show advanced tooltips'. Then hover over the item and hold ALT. it will show you all the information you want. |
