Rare claws with minion damage?

Hi, I checked some builds online for ssf hc and I noticed some of them were using rare claws that had the "increased minion damage by 60 or 70%" attribute on a necromancer... How is this possible? I am about level 55 and haven't seen anything close to it (not even a 5%). Do they just start dropping later on in game or you have to craft it or?

It´s fossil crafted mod (available in Delve league only atm).

(Essence of Fear can craft minion damage too but up to 30%).

Delve content will be available in standard too in 3.5 (Betrayal).

You can also get this from Incursions, which should be available again in Betrayal.
